[geo-discuss] fixing the publicgeodata wiki site

dear all, 

I had 3 people write to me that the publicgeodata.org site had
attracted link porn spam. :/ I cleaned up the pages that were near the
front, and then just made the whole thing read-only for now.

If anyone wants to edit the site, please let me know and I will make a
better ACL which just gives write access to a few. 

If 3 people actually bothered to put fingers to keyboard, this
indicates a lot more are still looking at the site. I've just had no
screentime to think about either of the ideas of expanding it to point
our or help out national campaigns, or turning it into more of a data
repository index site. I hope both will come in time, though.
