This is a DE2EN translation of an article about INSPIRE in Germany; it
seems that the german IGN website does not provide data in a reusable
format (no WMS services for example):

The GEOZG, which simplifies the access and use of geo data to a large
extnt, implements the european so called "Inspire-directive"
(directive 2007/2/EG of 14 March 2007) on the federal level. This
creates the foundation  for the creation of a european geo data
infrastructure (english INfrastructure for SPAtial InfoRmation in the
European Community)

of the inspire directive.
