[iRail] Collaborative Station lists

Hi all,

if we want to exist for all countries in Europe we will have a problem
with gathering information about what stations are available in that
country. I have found a simple and as far as I think flawless solution.

I've written it down on the wiki:

http://project.irail.be/cgi-bin/trac.fcgi/wiki/CollaborativeStationLists

So if we set up a new server for a new country, we can populate the
station lists by using the system.
