[iRail] unique id-name-latlon

Hi Flo and list,

sorry for my late reaction on this one. I think this is a very important
issue and we should indeed provide a unique ID for each vehicle.

Our ID should be: readable, unique, containing the original id,
universal.

I was thinking about something like this:

CountrycodeTypeofvehicleCompanyInternalid

for instance:
BeTrainNMBSP2000
