[iRail] The DataTank v1.0

Hi everyone,

The DataTank is looking for beta-testers. Is there anyone interested in 
installing an instance on their server? Is there anyone interesting in 
writing some scrapers on top of it?

I've included the alpha-4 version as an attachment.
