[iRail] NetRail - .NET iRail wrapper

Since the old one got lost in code, I decided to create a new one.

First draft is at github: https://github.com/yvanj/NetRail

Current features:
* stations: yes
* liveboards: yes
* vehicles: yes
* connections: no
* error handling: built-in exceptions of .NET

Windows 8/RT Metro compatibility is untested.
