[iRail] iRail .NET wrapper

Hi all,

Noting that a .NET wrapper is not (anymore) available for iRail, I took the opportunity to write a new wrapper using .NET 4.5 and the new available  asynchronous pattern (async/await keywords).

Feel free to have a look at the GitHub repo (https://github.com/fvilers/iRail.Net) and make any remarks.
