[kforge-dev] sorted upgrade for 0.9 to 0.10 and its working

Have finally sorted the upgrade script for 0.9 to 0.10 and its available 
in the repository along with instructions:

branches/kforge-0.10/bin/kforge-upgrade
branches/kforge-0.10/UPGRADE

This was ready 2 weeks ago but a few last minute tweaks to 0.10 combined 
with going to ETech last week have delayed getting this out the door. I 
have tested the upgrade script pretty thoroughly and have just run it 
without mishap on the live knowledgeforge.net site so it seems pretty 
solid but feedback from other people would be useful.

Now this is done all that stands between us and the 0.10 release is 
another week or so of running the 0.10 code to make sure everything runs 
smoothly.
