Add tag processing support to [PackageSchema?][1]. 

* forms/init.py, 

> tests/forms/test_package.py: 

  * [PackageSchema?][1].from_python: will now return a tags field containing the tags as a string. 
  * [PackageSchema?][1].to_python: will accept a string of tags and insert appropriately.
