Document weird bug found as a result of bizarre failure in tag.packages listing. 

* trunk/ckan/tests/functional/test_tag.py:

  * Correct missing deletion of geodata [TestPackageWithTags?][1] which was leading to bizarre error on tag list 
  * Document the weird behaviour with a unit test.
