This is now fixed. Basically apt-get upgrade of the main moin package 
for security reasons at the end of February resulted in old config files 
being overwritten (this should not happen without warning but it did!). 
This meant that when KForge created a new moin service it used the new 
config files that won't work 'out-of-the-box'. As a result things did 
not work. This is now fixed both at the system level and for your 
particular project.
