[public-lod2] debian package installation suggestions

Hi,

During last telco one asked me to document some items on how to create
a installation script that connects to Virtuoso without requesting the
dba password from the user.
In addition to this work, I added some notes on ensuring that Virtuoso
is up and running during the installation process.
