[od-discuss] Git repo for Open (Knowledge) Definition

As per actions from last group meeting I've booted a git repo on
github and add in the source (markdown) of the current (v1.1) Open
(Knowledge) Definition:

Definition itself is here:

I've added with commit access all the relevant people I could find (If
you don't have access and would like it please let me know!).
