[od-discuss] Comparison of OGL-Canada v2.0 to OGL-Alberta v2.0

It appears that like Canada and BC, Alberta 2.0 is actually launched at
http://data.alberta.ca/licence
I propose voting on conformance of BC and Alberta together as they are
identical in substance, and doing this after the Canada decision, which I
just kicked off.
