Yes - no one outside the UK is going to use it with specific references to
UK laws. On the other hand, multiple agencies within the UK have used it.
Based on OSM attribution, these include

 

-          The Crown (Food Hygiene, Ordnance Survey, Natural England, Land
Registry Price Paid Data, NaPTAN)

-          Hertfordshire County Council

-          Norfolk County Council

-          Nottingham City Council

-          Oxfordshire County Council

-          Suffolk County Council

-          Worcestershire County Council

 

Would I like it if they were using a license that was targeted at multiple
countries? Yes, but I feel that a license targeted at all governments in the
UK is a step forwards.

I also realize now that UK OGL 2.0 isn't completely non-reusable. No non-UK
government unit is probably going to want to use it, but they could. It is
non-reusable in its branding, not conceptually.
