Dear Mike,

the scope is absolutely all spatial information in raw data formats. Additionally, spatial information services is mentioned since this is nowadays a common way to distribute map data (e.g. web mapping services).

I have a naive question to start with. The scope of usage rights seems very specific to spatial data applications. Is general distribution of licensed material (ie raw data) permitted, outside of an "application"?
