I meant to add

- 'must be provided in an open format' (followed by brief definition)
and 'should be provided in the form preferred for making modifications
to it' suffer from neither of these problems; they are general and with
respect to the work in question.

- I'd be happy to see 'should be provided in the form preferred for
making modifications to it' become a must and be broken into its own
item, 1.4
