Does a license type exist for data that is like the code license that Sun uses for Java?

Sun Community Source License (SCSL)
Java Research License (JRL)

I'd like to use a Data License for Nutrition Facts Panel Data that would have the following licensing aspects:

NFDB Community Data License (NFCDL)
includes elements similar to an open-source data license, but with the following significant differences:

1) requiring all contributed images and data be uploaded to a centralized database

a. GOAL: A MASTER (non-forkable) database of Nutrition Facts Panel data that is:

                                                                                                   i. Updatable (maintain data freshness & accuracy)

                                                                                                 ii. Epandable (scalability)

iii. Attach-able (everyone wishing to - would have access to the same quality data for research and/or commercial use)

2) non-commercial uses would be licensed under a "Nutrition Facts Research License (NFRL)"

3) commercial uses are subject to licensing fees (any use for direct or indirect commercial or strategic gain or advantage)

a. licensed under a "NFDB Community Data License" (NFCDL)

Thanks,
