[ogdcamp] Preview of Open Government Data Camp 2011 website

Hi all,

Thanks to Kat, Daniel and Hauke we now have a basic website with
registration set up at:

http://ogdcamp.org/

I wanted to run this by everyone for now and to encourage people to
register early - so we have some names down when we launch!

Please do not publicise it yet - we will officially go live early next week!
