[OKCon-Programme] paper bidding

Dear all,
I migrated the submission spreadsheet to the easychair.
There were some complications during the migration, thus the delay, for 
which I would like to apologize.

Next step:
I enabled Paper Bidding, which means, that you can login now and click 
on paper bidding on top and choose, which papers you would like to review.
There are 4 options: yes, maybe, no, and conflict of interest (e.g. if 
you are the author)

Especially, the submissions with a number below 10 are proceedings 
papers and have between 5-10 pages.

The following submissions are longer (3-6 pages)
Submission 21, 24,25, 33, 42, 50, 59, 60
They might also be considered for the proceedings.

Please go through the list and mark the submissions. Note that you can 
turn on *Show full abstracts* and *show abstract summaries* on the right 
top.

The following people have not yet accepted the easychair invitation, 
therefore I resent it:
David Bollier, Christopher Corbin , Anne Fitzgerald , Adnan 
Hadziselimovic , Silke Helfrich , Tim Hubbard , Ian Ibbotson , Ignasi 
Juan , Tariq Khokhar , Peter Murray-Rust , Jim Pitman, Rufus Pollock , 
Andrew Vande-Moere

I will enable reviewing soon and send another email.
