[okfn-advisory] Strategy Refinement Final

Hi All,

Attached is the *finalized version of the *strategy* refinement*. The main
change to the doc from the one sent a few weeks ago is the addition of a
section detailing the outcomes and outputs per "Product".

I hope we will be soon having another Advisory Council call as Laura kindly
offered to schedule another one at our last call in February. This material
could be a useful subject for discussion there.
