After consultation with topic experts I've made a start on creating a page that lists problems that open data can help solve. http://infoaus.net/projects/index.php/Problems_that_open_data_can_help_solve
The purposes of such a page include:

defining a problem and identifying the data that can help solve it along with potential roadblocks to opening or using the data;

listing potential open data use cases for communicating with government, business, media, funders & prospective collaborators

providing a central point to kick off work on open data projects
If you know of a problem that open data can help to address, please add it to the page. The data may be already open but not currently being used to address the problem as there is no related open data project or the data might be yet to be collected or opened.
