[okfn-be] Official chapter and our working groups

Hey Pieter,

I want to start a new working group within OKFN, "Wikipedia Users Belgium".
The goal is twofold: firstly bring Wikipedia contributors and editors
together, and secondly run projects that will support Wikipedia, like
mproving quality, increase amount of visitors, organise irl events, ...

It looks as if we can really collaborate with the other working groups.
