[okfn-be] Plan stratégique géomatique in Wallonia

Hello,

Ok. I suggest that you go speak on behalf of OKFN, and I will build an
opinion with osm contributors (even if they are included IN okfn...)

I do not know the amount of work it does imply. Maybe, at least, one
meeting + reading all those documents.
