It's a federal law, and IANAL, but AFAIK each municipality can decide what can be fined and what not.
Municipalities are required to keep track of the "GAS-boetes", although they can join forces (creating a central registry covering multiple municipalities)

Hey All

I am wondering whether or not statistical data about "GAS-boetes" is open
data?

If so, what is the best way to get it?

I think their was an email on how to request a dataset a few months ago (at
least I think it was sent on the okfn ML), but I can't seem to find it.
