Hi Pieter,
In Wallonia, I previously worked together with Pascal Keiser (not Namur, but mostly active in Mons (MIC Mons). He is higly involved with Mons 2015<http://www.mons2015.eu/fr>, when Mons is the Cultural Capital of Europe. (Mons 2015 has a digital focus). One of his plans was to create a mobile café where people can meet, with a focus on digital social innovation. The plan was to enroll this Café Europe Concept in other big Walloon cities as well in 2015. Collaboration should be possible!
Via Pascal I’ve had a few encounters with Cengiz Bingol, advisor of Rudy Demotte. Although active in Tournai, I think he’s able to move things in Namur as well.
You never know – let me know if this could be a direction.

First people coming to my mind are some of the organizers of the KIKK conference (yearly digital creative conf in Namur), who probably have pointers. I'll  try to reach some of them.

 * Do you have a dataset (e.g., trash pick-up schedule, bus stops, statistics, etc) about the ville de Namur? Do you want to contribute it to the portal? It's easy: provide us with a CSV, XML or JSON file (if the data is in a PDF, you can also contribute by extracting the data from the PDF and delivering a CSV!)
 * Does someone want to contribute with code? We could organise a hackathon to hack together an even nicer looking data portal for the ville de Namur in Namur somewhere in December/January and launch it at the conference.

Oh yes, if you would have an idea yourself for the conference, please do reply! We will launch the website next week, so more information coming soon :)
