[okfn-br] [OpenSpending] OpenSpending in Brazil (also the HackerBus)

Gisele,

the way openspending works once I set data to public I cannot work and
tweak it anymore. But I'll try to get it cleaned up and avaliable so people
can follow what I've been doing.

(Basically I'm cleaning and getting the data ready for OpenSpending. Tried
with Refine and Recline but I'll end up using a custom python script)
