Hello David,
There's a project similar to 311, Active ton Montréal
(http://ecohackmtl.sparkboard.com/projects) in the ecoHackMtl.org project.
Also, for the past few weeks, I've been doing a 'manual' 311, sending
requests to Montreal's 311 web site.
I was looking to use 311 at one point.
So, I'll check out the challange.
