I found this mentioned in an article where WWW inventor Tim Berners
Lee talks about the promise of Open Government Data and how well (or
not) actual governments hold up to it:

There's a ranking of several countries including Switzerland.  Don't
know what it's worth, but it's good that someone at least tries to
keep track of these efforts.
