[okfn-discuss] Better get involved page

We've planned to make it easier (and clearer how to) to get involved
with our work (starting from http://www.okfn.org/participate/) for a
while, see e.g. this ticket:

One obvious thing is to create a volunteer signup form. Existing
examples of doing this on specific projects include:

Any suggestions on this front (or volunteers to help us work on this)
