I've just discovered a really neat tool that is at an alpha state from
Stanford's Vizualisation Group: Wrangler. At first it looks like
Google Refine-lite, but it includes suggested improvements and
interactive previews. Lots of neat. The application is not (yet?)
downloadable/installable. However, as it's a client-side JavaScript
application, it's open source by design.

The developers are monitoring people's use of the tool to further
optimise its usability. I assume they If you would like to wrangle any
public data into an easy to analyse state, perhaps give them a hand by
using Wranger.
