Hi Carlos (and Sharad),

The Open Knowledge Foundation has a very active local groups and
chapters stream of work:

That stream both involves lots of general advice and support and a
connection into the broader Open Knowledge Foundation network but also
the possibility of financial support to help people initiate and carry
out open data and open knowledge activities in their locality.

Our local groups and chapters work is coordinated by Kat Braybrooke
(who is in cc) and it may be worth talking directly with her.
