Is there any provision as to the terms that this information is to be
provided?  Will it be "open"?  Viewed by itself, the text quoted would
permit charging and/or restrictive licences.

On August 7, 2012 Italian parliament approved a new law (legge n.
135/2012) related to the socalled "public spending review" where we can find
an interesting reform about open geodata.
