I see. Where does this limitation stem from? Can this data not be compiled
over time so that this feature could be implemented? There are lots of
people who would help with such an effort.

No, because only some of the Creative Commons licenses are free culture.
CC-BY and CC-BY-SA are free culture, as well as public domain.
NonCommercial and Nonderivative are not free culture.

Hell,
I was wondering if an option could be added to filter out the journals
which use free culture licenses as defined by freedomdefined.org (endorsed
by Creative Commons, Wikimedia, etc). This would be an invaluable addition
to the directory.
