[okfn-discuss] Announcing OKFestival 2014!!!

To be super clear, the Festival is an Open Knowledge Foundation central
event, it just happens to be taking place in Germany :) So OKF DE can take
it easy and get involved just like all the other local groups, they don't
have to worry about organising it all too :) OKF central actually have team
members in Berlin too, as we're distributed over 4 continents these days.
