two thougths: 

1. there's a convention on international treaties (or similar, need to look it
up if specifics are needed), which formulates, that not only the treaty but
also the discussion and the authors intent visible from that, is to be used in
treaty conflict resolution. this means, that the input from the parties before
finalizing all contribute to the later interpretation. so if there is
comments, it helps eliminating later found ambiguities and exploitations of
those. of course the OD does not fall under this convention, but even the fact
that i write about this, kinda creates a link ;)

2. think of the gpl3, it has been actively reviewed before publication, one
thing they used was stet, okfn has this great tool: annotator. was it used for
reviewing OD? sorry if i missed that.
