[okfn-discuss] Open Definition 2.1 draft started

As  I suggested in October, this document uses words like "may",
"should" and "must". Implicitly this is copying the IETF practice,
which is good. However there should be an explicit reference to
RFC2119 explaining that those words are used in the sense defined
there to make the interpretation clear.
