[okfn-help] package edit bug

Hi Rufus,

Discovered a problem with editing package tags.

If you select a package, edit, add a tag to the list, save, edit, delete 
the tag from the list, save, edit.

If you edit, add the same tag to the list and save, then you (should) 
see that the new tag is not visible.

I checked this both on my local machine and on ckan.net, and it's the 
same (so I don't think I've introduced this with my recent changes).

Any idea what's going on?
