Okay, but in the meantime could we start to make a list of separate
concerns?

A first approximation would be to identify all the different trackers
you have, and for each to declare one "standard" duration, variable
scope proposal - reference the backlog and highlight the juicy bits.
Then add one for maintaining all the software services you provide,
including mailing lists etc. Then add other things which could have a
tracker - perhaps issues with the OKD are tracked? Then add a fixed
scope proposal for each special, one-off objective you have. The next
conference could be considered like this. Then any research, analysis,
or political work. And of course, organisation co-ordination work, such
as volunteer co-ordination, or club economic co-ordination.

However, let's not precipitate a deep review of all backlogs, eh. :-)

Once we've got a basic list, I've got a proposal shell we can use to
flesh things out (it's in the Operational Guide, of course).
