Various people have suggested the need for a okfn-dev list to
complement (or perhaps substitute) for the okfn-help list (feeling is
okfn-help is poorly named). So options are:

1. Rename okfn-help list to okfn-dev

2. Create new okfn-dev list

Please vote +1, -1, +0, -0 on these options. Basic idea is that
okfn-dev would be more focused on 'dev' stuff leaving this list for
general OKF contributors (i.e. both those helping and in need of help
:) )
