[okfn-help] Beta testing new datapkg release

Hi Rufus,
The same urlgrabber error seems to occur when installing from PIP,
even though it looks like 0.7 was properly installed. Tested with
Ubuntu Server 10.10 (on Amazon EC2): http://pastebin.com/2yNtDbDp
