[okfn-help] eu3 (ckan et al) toast

Rufus and I have spun up another host, eu7, that will handle HTTP traffic to ckan.net for now. It's addressed through the varnish cache on eu3 (www.ckan.net). eu3 is also still handling the other CKAN instances. It'll be interesting to see if either of those go down.
