[okfn-help] new ordf related repository

I've made a new mercurial repository
http://knowledgeforge.net/pdw/ontosrv

It should be a minimal pylons app that uses ordf and supports
the usual graph and sparql controllers. Other pylons apps,
openbiblio, semantic.ckan etc can subclass these controllers,
moving them out of ordf.pylons. It will also allow serving
up of static data, like ontologies and vocabularies that we
need a good way of doing anyways. One other reason for
this is to have a place to work on the python fresnel
without messing up openbiblio

The package installs into ordf.onto
