[okfn-help] Open Data Manual - conventions to follow, suggestions welcome

Tim: I bet you wished you'd never asked. Could you set up/circulate a
poll? And maybe blog about this on notebook.okfn.org? No rush. This
definitely isn't a priority (but probably useful to establish)!
