[okfn-help] Spam Blocker Needed: Public Domain

Glad you flagged this up Lucy! This has been bugging me for ages too.
I just enabled Akismet, and SI Catcha appears to be installed (but not
sure if it is enabled).

N.B. This is definitely something to add to the manual! In fact we
could have a whole section dedicated to de-spamming various things
(wiki, blogs, CKAN, etc...). ;-)
