An official whitehouse.gov petition was recently started to strengthen
the Obama administration's support for open access:

If you'd like to support open access, please consider signing this new
petition (you do not need to be a US citizen to sign). If we reach
25,000 signatures within 30 days, the petition will earn official
review and consideration by the administration. This is a great
opportunity to gather support before political focus is locked in by
the upcoming elections.
