[okfn-labs] PyBossa new Task Scheduler

Scheduler:

This new Task Scheduler assures that every task will get a minimum number
of 30 answers per task and that each answer (or TaskRun) will come from a
different User (for anonymous users we used the IP).

The value can be tuned via the API (check the Unit Tests for some examples).

Finally, the application page shows an overview of the progress of all the
tasks for the app, as well as the number of saved answers in the DB for
each task. It is also possible to export the data for those tasks that are
completed, so you can analyze them via R thanks to different JSON libraries.

Immediate steps are:

Fix some UI issues for every application, so all of them benefit from the
new scheduler.
