[okfn-labs] Frack Map 2

Hey,

Just a quick heads up that thanks to an upgrade by the good people at
Cartobdb which makes layering easy for the ignorant (and a training course
at city) we now have a usable map layering constuencies with fracking zones.

It led to a story in the FT & Mail - because half the cabinet have licenses
in their backyard, so to speak.

I'll be looking to add layers to this as we go - but any feedback much
appreciated.
