[okfn-labs] Refactored Labs projects page

Thanks to efforts <https://github.com/okfn/okfn.github.com/pull/45> from
Labs member Andy Lulham <http://okfnlabs.org/members/andylolz/> our
projects page has now been refactored:

http://okfnlabs.org/projects/

It looks much the same but is now pure HTML generated via jekyll with
project info stored in the jekyll front matter (see e.g.
messytables<https://github.com/okfn/okfn.github.com/blob/master/projects/_posts/1970-05-01-messytables.html>
).

Next steps (help wanted!) are (links to github issues):

- Organize projects page better esp to make it easier to locate projects to
contribute to <https://github.com/okfn/okfn.github.com/issues/46>
- Instructions for adding
projects<https://github.com/okfn/okfn.github.com/issues/48>
- Have individual subpages for each project at
http://okfnlabs.org/project/{name}<https://github.com/okfn/okfn.github.com/issues/47>
- Associate a project with its
contributors<https://github.com/okfn/okfn.github.com/issues/49>
