I realised that I did not really answer your questions at all, sorry.

The website here:
http://okfnlabs.org/reconcile-csv/
has its repository here on the non-default gh-pages branch:
https://github.com/okfn/reconcile-csv/
(which is slightly confusing because usually okfnlabs.org content is in this repo https://github.com/okfn/okfn.github.com )
You could have opened an issue at https://github.com/okfn/reconcile-csv/issues
or could have switched to the gh-pages branch and fix the mistake in https://github.com/okfn/reconcile-csv/blob/gh-pages/index.md
